I'm the office administrator for a mid-size construction supply company. I manage equipment and parts purchasing—roughly $300,000 a year across 8 vendors. I report to both operations and finance, which means I care about two things: the machine works, and the paperwork supports it. I process about 60–80 orders a year, so my default is to make purchasing repeatable.
When I took over purchasing in 2020, I made the classic rookie error: I compared prices before comparing what was actually included. It cost us $4,800 to fix. I don't want that phone call for you.
If you're planning a cement block factory, the shopping list probably starts with a cement block machine. Mine did. But the machine is only part of the system. You also need a mixer, a power connection that handles start-up load, and a way to test everything before the last payment clears. This is the six-step checklist I use for that process. That's it. Six steps. In that order.
Step 1: Define output before you look at a cement block machine
Write down what you need to produce per shift: block dimensions, block count, mix design, curing time, and number of shifts. Do not start with price. Start with throughput. A cement block machine rated for '3,000 blocks per day' might assume eight hours, twenty hours, or two ten-hour shifts. Those are different machines.
Ask the seller to show the calculation for the exact block you plan to make. Block size changes cycle time. A 400×200×200 block is not the same as a 390×190×190 block, even if they look close. In a January 2025 quote I reviewed, the standard machine was only rated for single-shift output. The production we needed would have pushed it past twenty hours a day. That's a deal-breaker.
Also ask what the rated output includes. Does it count pallets, curing racks, and mixer cycle time, or just the press cycle? I've seen capacity numbers that ignore the rest of the line. That's how you end up buying a cement block machine that can only run at half its brochure speed.
Step 2: Put every included component in writing
The next step is the one finance cares about. Ask the seller to itemize what's in the quote: hopper, molds, pallets, vibration table, hydraulic unit, control panel, commissioning hours, spare parts, and freight. If the quote says 'complete cement block machine,' ask what complete means.
I've seen a quote where pallets were listed under optional extras. Pallets. A cement block machine can't make blocks without pallets. Also ask about mold changes. If you need several block sizes, a second mold may be a separate line item. Trust me on this one: get it in writing. The vendor who couldn't provide a proper invoice cost us $2,400 in rejected expenses. That lesson stuck.
Step 3: Match the mixer to the block machine
Real talk: the block machine gets the attention, but the mixer makes or breaks the schedule. If the mixer can't feed the machine at full capacity, the machine sits idle. A used concrete mixer can be a smart way to stretch a budget, but only if you verify three things: drum condition, drive motor rating, and service records.
- Drum condition: check for warping, worn fins, and signs of hard concrete build-up.
- Drive motor rating: confirm it matches your power supply and the batch size.
- Service records: hours, replacements, and maintenance dates matter. If a seller says a used concrete mixer runs like new, ask for evidence. Per FTC business guidance (ftc.gov), that claim needs substantiation.
If they can't produce records, that's a red flag. We load aggregate into the mixer with a Komatsu wheel loader, so material handling is one part I can speak to. Mixer selection is not my engineering specialty, but I know a production mixer must be matched to the block machine's cycle time. Don't undersize it.
A used concrete mixer can be hit or miss. We found one that had run for six years at a nearby plant before they upgraded. The paperwork was clean, so we had a local mechanic inspect it before paying. It's still running. But I've also walked away from a low price because the seller couldn't show the origin of the hours. Context matters.
Step 4: Check power draw before you sign
Power draw is the unglamorous step most buyers skip. If your site is in an industrial area where the grid draws heavily on coal power electricity, voltage dips can happen when large motors start. A cement block machine is not where you want to discover a brownout problem.
Ask the seller for locked rotor current, full load amps, voltage range, phase, and whether the machine includes a soft starter or variable frequency drive. Then have a licensed electrician verify the service. I'm not an electrician, so I can't interpret load studies. What I can do is make sure the quote states the electrical requirements.
Neglect this and you may find out on day one, when the machine trips the main breaker during startup. That's a bad first day.
This approach worked for us, but our situation was a fixed plant with predictable eight-hour runs. If you're moving equipment between job sites, the calculus might be different.
Step 5: Plan a wet test before final acceptance
Make delivery or final payment conditional on a wet test. I do not mean a five-minute dry run.
I mean a test with your mix design, your aggregate, and the actual machine you're buying.
Bring blocks from that test, cure them, and measure them. Have a third party test them if you can. A visual check is not enough.
For mix design trials, a miniature cement mixer is useful for checking water demand and workability in small batches. It is not a stand-in for a production mixer. If someone tries to use a miniature cement mixer to validate a full-size cement block machine, that's not good enough.
Step 6: Check after-sales support and spare parts lead times
Ask for lead times on wear parts: mold liners, bearings, hydraulic hoses, and vibrator assemblies. Ask who comes for commissioning and for how many days. Ask what the warranty covers and what it doesn't. A seller who promises zero downtime is either guessing or selling. Machines need maintenance. The difference is whether spare parts are available and documentation is readable.
If the seller is a dealer, ask who actually performs repairs: their own techs or an outsourced company. Ask whether they stock parts locally or ship from overseas. Lead time matters more than a pretty warranty.
When I consolidated vendors in 2024, we cut order lead time from five days to two by using a simple written checklist. That's the efficiency part: not approving the wrong thing, not chasing paperwork, not waiting for a reply about what's included.
The bottom line
No checklist removes every risk. If your plant runs seasonal demand or works from a weak grid, adjust these steps. The value of the list is that it forces the seller to be specific. Specific claims can be verified. Vague claims can't be trusted.
